VIntage 1920s Flapper Doll Top/ Pin Cushion Top

A ceramic doll top or top to a pincushion. She definitely has a Flapper girl air to her, so I'm guessing she's from the 1920's. She has little holes all around the bottom which I'm guessing is how she attaches to a skirt or pin cushion base. The back of her, in the small of her back, is very faintly impressed some numbers (6513) and even more faintly below that reads GERMANY. She is in very good vintage condition. I don't see any cracks, chips, or crazing. There are some spots on the inside, but I can't really tell what they are exactly. She measures 3" tall, 3.5" wide, and roughly 1" deep.
